Communiqué on the 2007 National Quality Competitiveness Index of Manufacturing

In 2007, with the comprehensive implementation of the scientific outlook on development, different regions and departments, under the correct leadership of the Central Committee of the Chinese Communist Party and the State Council, practically strengthened the guidance to the quality work to promote product quality. The transformation of the mode of economic development has been accelerated, and the quality competitiveness of industries and regions has been further improved, which effectively ensure and promote better and faster development of economy and society.


       1.The national QCI of manufacturing

According to the calculation within related data of over 250,000 manufacturing enterprises, the national quality competitiveness index (QCI) of manufacturing reached 80.99 in 2007, increased by 1.01 over last year. Marks of 6 statistical indicators such as quality grading rate of products, rate of Quality Management System Certification, rate of quality defects and rework, percentage of passing the supervision and spot check on product quality, number of patents per million Yuan and average sales revenue increased significantly by 2.40、1.08、1.66、2.15、1.74 and1.43 respectively over the year 2006. The further increase of the national quality competitiveness of manufacturing effectively supported the sustainable and healthy development of national economy.

2.The industrial QCI of manufacturing

According to the calculation within related data of 29 industrial sectors of manufacturing, the industrial sectors whose QCI kept steady growth were: Manufacture of Communication Equipment, Computers and Other Electronic Equipment, 86.00, an increase of 0.96 over last year; Manufacture of Electrical Machinery and Equipment, 85.39, increased by 1.38; Manufacture of Rubber, 84.37, increased by 1.03; Manufacture of Special Purpose Machinery, 84.23, increased by 2.44; Manufacture of Smelting and Pressing of Ferrous Metals, 83.57, increased by 0.59; Manufacture of Transport Equipment, 83.45, increased by 2.30; Manufacture of General Purpose Machinery 83.43, increased by 3.13; Manufacture of Raw Chemical Materials and Chemical Products, 81.93, increased by 1.89, and Manufacture of Chemical Fibers, 81.23, increased by 0.65.

Calculations of QCI of industrial sectors show that there were only 2 industries whose QCIs were below 75, decreased by 3 over 2006.


       3.The regional QCI of manufacturing

According to the calculation within related data of manufacturing industry of 31 provinces (autonomous regions and municipalities directly under the State Council), the QCIs of manufacturing of Beijing, Tianjin,  Liaoning, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Hubei, Hunan, Guangdong, Chongqing and Shanxi exceeded 80. The number of regions whose QCIs exceeded 85 reached 4, increased by 3 over 2006. The QCIs of manufacturing sectors of eastern, central and western regions were 84.82, 78.99 and 79.00 respectively. The eastern region remained in the leading position in terms of quality competitiveness.

Note:

1)The QCI of manufacturing is an economic and technical indicator, generated by a specific mathematical method, which can dynamically reflect the overall level of quality competitiveness of the national manufacturing. The QCI of manufacturing of nation, industrial sector and region can be generated respectively according to different scopes of the data sources.

2)The QCI consists of 2 secondary indicators, 6 third-level indicators and 12 statistical indicators (See above tables for the structure).

3)The data sources for calculating QCI are obtained from related publications published by the National Bureau of Statistics of China (NBS) and the AQSIQ, whose coverage focuses on Large and Medium-sized industrial enterprises.

4)The data in this communiqué do not include that of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province.
