In 2006, with the comprehensive implementation of the scientific concept of development, different regions and departments practically strengthened the guidance to the quality work to promote product quality. The overall quality level especially that of manufacturing industry has been raised continuously, and the quality development of industries and regions has been further improved, which effectively ensure and promote better and faster development of national economy.
1. The national QCI of manufacturing
According to the calculation within related data of over 250,000 manufacturing enterprises, the national quality competitiveness index (QCI) of manufacturing reached 79.98 in 2006, increased by 1.00 over last year, realizing consecutive 8 years' stable growth. The further increase of the national quality competitiveness of manufacturing effectively supported the sustainable and healthy development of national economy.

2. The industrial QCI of manufacturing
According to the calculation within related data of 29 industrial sectors of manufacturing, the industrial sectors whose QCI were in higher level and kept stable growth were: Manufacture of Communication Equipment, Computers and Other Electronic Equipment, 85.04, 1.32 over last year; Manufacture of Measuring Instruments and Machinery for Cultural Activity and Office Work, 84.53, increased by 1.11; Manufacture of Electrical Machinery and Equipment, 84.01, increased by 2.91; Manufacture of Rubber, 83.34, increased by 3.38; Smelting and Pressing of Ferrous Metals, 82.98, increased by 0.39; Manufacture of Medicines, 82.95, increased by 6.03; Smelting and Pressing of Non-ferrous Metals, 82.53, increased by 0.50; Manufacture of Transport Equipment, 81.15, increased by 1.24; Manufacture of Plastics, 80.63, increased by 7.55; Manufacture of Chemical Fibers, 80.58, increased by 1.93; and Manufacture of Raw Chemical Materials and Chemical Products, 80.04, increased by 0.37.
Calculations of QCI of industrial sectors show that QCI of most industries had been improved greatly. There were 13 industries with QCI above 80, 6 more than that of 2005.
3. The regional QCI of manufacturing
According to the calculation within related data of manufacturing industry of 31 provinces (autonomous regions and municipalities), the QCI of manufacturing of Beijing, Tianjin, Liaoning, Shanghai, Jiangsu, Zhejiang, Fujian, Jiangxi, Shandong, Hunan, Guangdong, Chongqing and Sichuan exceeded 80, higher than the national average. The QCI of manufacturing of border areas and ethnic minority regions like Inner Mongolia, Hainan, Yunnan, Gansu, Qinghai, Ningxia and Xinjiang also increased considerably. The QCI of manufacturing of eastern, central and western regions were 82.96, 77.18 and 78.05 respectively. The eastern region remained in the leading position in terms of quality competitiveness.

Note:
a) The QCI of manufacturing is an economic and technical indicator, generated by a specific mathematical method, which can dynamically reflect the overall level of quality competitiveness of the national manufacturing. The QCI of manufacturing of industrial sector, region and nation can be generated respectively according to different scopes of the data sources.
The QCI consists of 2 secondary indicators, 6 third-level indicators and 12 observed variables. Here, the 2 secondary indicators are Quality Level (QL) and Quality Developing Sustainability (QDS) respectively. The indicator of QL also consists of 3 third-level indicators, that is, Standard and Technology Level, Quality Management Level, and Quality Supervision and Inspection Level. In addition, the indicator of QDS also consists of 3 third-level indicators, that is, Capability of R&D and Technical Renovation, Core Technological Competence, and Suitability for Market.
Each third-level indicator is supported by 2 observed variables. So, there are altogether 12 observed variables. They are Grade Rate of Product Quality, Proportion of Original Value of Micro-electronic Equipment to That of Total Equipments, Certification Rate of Quality Management System, Rate of Quality Loss, Rate of Product Qualified of Sampling Check on Quality, Rate of Export Commodity Qualified of Sampling Check on Quality, Proportion of Expenditure on R&D to Total Sales Revenue, Proportion of Expenditure on Technical Renovation to Total Sales Revenue, Number of Patent Owned per Million Yuan Industrial Output Value, Proportion of Sales Revenue of New Products to Total Sales Revenue, Average Total Sales Revenue per Enterprise, and Proportion of Sales Revenue in International Market to Total Sales Revenue.
b) The data sources of this communiqu¨¦ are obtained from annual statistical reports and publications published by National Bureau of Statistics of China (NBS) and AQSIQ, whose coverage includes all Large and Medium-sized industrial enterprises.
c) The data in this communiqu¨¦ do not include that of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province.
