Announcement 108, 2012 of AQSIQ on Preventing the HFMD happened in Cambodia from Entering into China


    According to the WHO report on July 18, there have been 78 cases of Hand foot and mouth disease (HFMD) in Cambodia since April, and there have been 54 deaths. To prevent HFMD from entering into China and protect the health and safety of Chinese visitors to Cambodia, in accordance with the Frontier Health and Quarantine Law of the People’s Republic of China and related implementation regulations, this announcement is hereby promulgated as follows:

    I  For children from Cambodia, it should be orally declared to the entry-exit inspection and quarantine authority upon entry into and exit from China if they have any symptoms of fever, rash or ulcer on hand, foot, or mouth. Children have the above-mentioned symptoms upon entry, shall immediately visit a doctor, explain his/her recent travelling history and get immediate diagnosis and medical treatment.

    II  All inspection and quarantine agencies shall intensify medical quarantine (with special focuses on hand and mouth) and body temperature surveillance. For declared or detected susceptible cases, necessary medical measures shall be taken in a timely manner.

    III  The inspection and quarantine agencies shall conduct strict health quarantine inspection measures for the transportation vehicles, containers, cargoes, baggage and postal parcels, and shall conduct strict disinfection treatment for objects that may be contaminated with Entero virus 71.

    IV  The inspection and quarantine agencies shall enhance the education for preventing Hand foot and mouth disease, educating the entry-exit passengers on the disease information and prevention measures with the LED screens, broadcasting and leaflets. Chinese passengers visiting Cambodia could consult the inspection and quarantine agencies and international travel healthcare centers or access the special column on health quarantine and travel heath care of the official website of AQSIQ to learn about the latest information on the disease and relevant prevention measures.

    V  The clinical symptoms of HFMD mainly include fever, and rash and ulcer on hand, foot and mouth. Some individual patient may have lethal complication including myocarditis, pulmonary edema, and aseptic meningoencephalitis. This disease is of complicated transmitting channels, strongly infectious, and could transmit though the droplets in the air or mouth.
