Regulations on Inspection of Export Embroideries (No.296 [1992] of the AQSIQ)

2. Relevant inspection standards, regulations and other inspection references

(1) Bilateral agreements and the corresponding standards;

(2) Compulsory requirements of the State technical norms provided for in laws and regulations of the import countries;

(3) Compulsory requirements of technical norms of the State provided for in laws and regulations of China;

(4) In the event of the standard of China is above the inspection and quarantine standard or technical condition described in the contract, letter of credit or agreement (including the contracted sample determined by both trade parties), inspection and quarantine shall be performed according to the standard of China;

(5) With an exception of the entrepot trade, in the event that the inspection and quarantine standard or technical condition (including the contracted sample determined by both trade parties) prescribed in the contract or letter of credit is above the international and national standard, the implementation shall be conducted in accordance with the contract or letter of credit; on the contrary, in the event that the inspection and quarantine standard or technical condition (including the contracted sample determined by both trade parties) prescribed in the contract or letter of credit is below the provision of the import country, the implementation shall be conducted in accordance with the provision of the import country; in case of the discrepancies of provisions on product quality prescribed in the contract, letter of credit or other technical norms, provisions provided for in the letter of credit shall prevail;

(6) In case there are no compulsory requirements of the State technical norms provided for in the contract or letter of credit, inspection and quarantine shall be performed in accordance with relevant standards prescribed by the AQSIQ;

The above-mentioned standards are effective editions. All the standards may be revised; therefore, implementation shall be in accordance with the latest edition.

3. Requirements of Safety and Sanitary Quality

(1) Exporting household textile shall be in accordance with compulsory requirements provided for in relevant laws and regulations of the import country, such as the textile test of the use of banned azo colorants.

(2) Exporting household textile shall comply with compulsory requirements provided for in relevant laws and regulations of China, such as the limit to formaldehyde content. Standard: GB18401-2001 Textiles--Limit to Formaldehyde Content

(3) Test of metallic sundries, such as needle detection, etc., shall be conducted, to ensure that there are no metallic sundries in the cotton.
