1.  Why should the quarantine personnel go abroad to undertake preliminary inspection for some entry animals and plants and their products?

In order to lower the risk of carrying diseases in the import of  high-value products and a large quantity of agricultural products or animals and plants and their products from a country at the first time, the AQSIQ, to meet the needs of quarantine, shall appoint the quarantine personnel to be in charge of the cooperation of quarantine and supervision of package in the export country after obtaining the approval by relevant departments in the country or region exporting the animals and plants and their products. It can effectively prevent the epidemic diseases from being introduced into the country; reduce the chances of spreading the diseases in the country and minimize the losses caused by the refund or destruction for the epidemic occurrence. The AQSIQ, to meet the needs of quarantine, can appoint the quarantine personnel to be in charge of the cooperation of quarantine, supervision of packaging in the export country, and the investigation of the epidemic occurrence in the place of origin after obtaining the approval by relevant departments of the government in the country or region exporting the animals and plants and their products. For example, in China, quarantine personnel shall be appointed to the export country for pre-inspection before the import of breeding stock. These measures are also adopted by many other countries in the world.

2. What are the main measures for the quarantine treatment of animals and plants?

Quarantine treatment refers to the enforcement measures adopted by the entry-exit inspection and quarantine institutions on unqualified animals and plants, their products, and other quarantine objects. Main approaches of the quarantine treatment are as follows:

1) Disinfection and Disinfestation, that is, the treatment of to eliminating pests through physical, chemical and other ways, including fumigation, disinfection and high-temperature treatment, etc.

2) Slaughter, that is, the treatment of killing animals in a proper way for eliminating the disease.

3) Destroying the carcasses, that is, the treatment of destroying the objects carrying harmful biology by means of burning down or deep burying or other ways.

4) Returning— that is, the treatment of returning the quarantine objects to the owner who refuses to destroy them, and not allowing the quarantine objects  to enter the country.

The principle of quarantine treatment is, on the premise of no harmful biology would enter the country together with the consideration on benefits for the development of the foreign trade and reducing the economic losses, conducting the treatment of disinfection and disinfestation to those can take it, while carrying out treatments of killing, or returning the animals or destroying their carcasses on those cannot take the treatment of disinfection and disinfestation or when the treatment of disinfection and disinfestation is not available.

3. What do the quarantine measures on animals and plants refer to?

1) What is the animal and plant quarantine system?

Quarantine system is the basic concept in the Law of Animal and Plant Quarantine. It is a legal norm formulated by the State for entry-exit animal and plant quarantine. The contents of quarantine system include: a system of examination and approval of quarantine, a system of quarantine report, a system of on-the-spot quarantine, a system of isolation quarantine, a system of transfer quarantine, a system of quarantine clearance, a system of waste disposal, a system of quarantine supervision, and a system of quarantine fees.

2) What do the quarantine measures on animals and plants refer to?

A quarantine measure refers to an administrative enforcement measure provided for in the law. It is formulated for needs of the security of agricultural production and the reputation of foreign trade. Relevant entities and individuals shall abide by and execute the said quarantine measure. There are several quarantine measures provided for in the Law of Animal and Plant Quarantine, such as measures on prohibiting from entering the country, measures of quarantine treatment, measures of epidemic prevention and disinfection, and the preventive measures for emergency.

4. What is the scope of quarantine and supervision of entry-exit animals and plants?

1) Production, processing and storage of entry-exit animals and plants

2) The process of isolated feeding and planting of entry-exit animals, plant seeds, seedlings, and other propagating materials

3) The fumigation and disinfection of entry-exit animals and plants, their products and other quarantine objects.

4) Carry out the epidemic monitoring on animals and plants at sites where entry-exit animals and plants, their products and other quarantine objects are produced, processed, and stored, such as airports, harbors, stations, warehouses, processing plants and farms, etc.

5) In accordance with requirements, affix seals or marks of animal and plant quarantine inspection on the means of transport or containers carrying and transporting entry-exit animals or plants, animal or plant products or other quarantine objects.

6) Undertake quarantine and supervision, on the basis of the actual situation, on bonded entry animals and plants and their products for trade in bonded areas and warehouses.

5. What inspection and quarantine procedures shall be completed for market access of imported agricultural products?

The Inspection and Quarantine Access Procedures for Imported Agricultural Products are as follows:

1)  The competent quarantine authority of the exporting country or region (hereinafter as export party) shall submit an official application in written form to General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China(AQSIQ)for exporting agricultural products to China with the its name, variety and use.

2)  AQSIQ will, according to the application, deliver a questionnaire concerning the Import Risk Analysis (IRA) to export party for reply.

3) After receiving the reply to the questionnaire, AQSIQ will organize the relevant specialist to initiate IRA process.

If necessary, AQSIQ will ask export party for more information during the evaluation period;

Based on the assessment to the above information, AQSIQ will decide whether it is necessary to send a specialist group to export country or region to have on-the-spot inspection.

4)  After finishing the IRA, AQSIQ will take account of whether or not to submit a draft of quarantine protocol or phytosanitary requirement for the product to be imported to China, which will be discussed by both sides.

5)  After having reached consensus, AQSIQ and export party will sign the quarantine protocol formulating the requirements which should be complied with the products exporting into China.

6) The exporting program will be initiated after formal confirmation issued by AQSIQ.
