Procedures for Quarantine of Postal Articles

2. Documents: notification of disposal of postal articles, inspection and quarantine certificate, clearance notification, and application form of inspection and quarantine, etc.

Quarantine site

Quarantine of postal articles shall get support from post offices and the Customs. Quarantine personnel shall be sent by an inspection and quarantine bureau in fixed terms, or notified by a post office to go to or be resident in the international mail exchange office and express corporations to perform quarantine.

1. When the international postal articles are received, the international mail exchange office sort out postal parcels that carrying quarantine objects, and send them to quarantine personnel for quarantine. Should it be necessary to open a postal parcel for inspection, quarantine personnel shall open the said postal parce together with postal clerks. In the event that a postal parcel shall be taken to the inspection and quarantine bureau for inspection, formalities of handover shall be gone through by the quarantine personnel at the post office.

2. For express deliveries, the Customs shall, generally, undertake the concentrated inspection on them when they enter or exit the country, due to the decentralization of the operating entities of express deliveries. The quarantine personnel can integrate quarantine with Customs inspection.

3. The plants, plant products or other quarantine objects that exit the country by post shall be reported to the port inspection and quarantine institution for inspection and quarantine, upon request by the owner thereof. Should they have passed the quarantine, an inspection and quarantine certificate shall be issued.

 

On-the-spot quarantine

1. Entry postal article quarantine

(1) Check the documents and make a record  at first, and then, check the packaging of the postal articles and the inside quarantine objects.

(2) For entry plant products, specimen materials, animal hide and skin, and animal drugs, on-the-spot inspection on insect pests shall be the main approach. Pour the quarantine objects into white porcelain dishes, and observe them to ensure whether there is any insect pest or not. Check to see whether there is any insect pest, which would eat and destroy the host, hidden in cereals, peanuts, beans and other seeds. Dissect suspected objects, use sieves in certain sizes, if required, to sieve the objects, and use magnifying glasses to inspect the minus sieves. Place the insect pests detected through quarantine in the wares for them, label those wares and bring them to the laboratory for appraisal.

(3) For propagating materials, such as seeds, seedlings (including bulbs, corms, earthnuts, and tuber), or plant products with a high possibility of carrying dangerous diseases, inspect pests and harmful organisms, plants or plant products which shall be brought to a laboratory and disposal indoors, or other postal articles required of indoor inspection, the quarantine personnel shall go through the formalities of handover with the post office, and bring those quarantine objects to a laboratory for further inspection.

Exit postal article quarantine

In the event that a person who posts the postal article requests quarantine and inspection, he/she shall report to an inspection and quarantine institution at first. Then the inspection and quarantine institution shall conduct inspection and quarantine in accordance with the provisions of relevant countries and/or regions on quarantine.

Indoor inspection

Diseases, insect pests, or harmful organisms detected on the postal articles which have been brought to laboratories shall be isolated and cultivated, anatomized, microscopically studied, and appraised in accordance with the requirements of quarantine, and even fabricated into specimens if necessary.

Quarantine treatment

1. Entry postal articles

(1) For a postal article on which no dangerous disease, inspect pest, and harmful organism have been detected by the on-the-spot quarantine, or that carries ordinary insect pests without high population density, the inspection and quarantine institution shall affix a seal on the postal parcel and let the said postal article pass the inspection.

(2) For seeds, seedlings, or other propagating materials which have been brought to a laboratory for inspection and quarantine, the inspection and quarantine institution shall notify the consignee to go through formalities of quarantine approval in a specified period. In the event that the consignee fails to apply for a quarantine approval within the prescribed term, above- mentioned the seeds, seedlings or other propagating materials shall be returned or damaged; after approval, the inspection and quarantine institution shall issue a notification of transfer quarantine, and notify the consignee to undergo isolation and trial planting at a designated place according to the approval, meanwhile, inform the animal quarantine department of the place where the trial planting is undertaken.

(3) For postal articles prohibited from entering China and failed to go through the formalities of special quarantine approval, the inspection and quarantine institution shall notify the consignee to make up the formalities of special quarantine approval in a specified period, or return the postal articles to the consignee, or destroy those postal articles depending on situations.

(4) For a postal article on which dangerous disease, inspect pest, and harmful organism have not been detected, or that carries ordinary insect pests in high population density, the inspection and quarantine institution shall carry out following treatments depending on situations: a. for those which can be treated with disinfection and disinfestation effectively, undertake the treatment for them, and then, affix a seal on the postal articles and clear them if they pass the re-inspection after treatment. b. for those which cannot be treated with disinfection and disinfestation effectively but with intact packages, return them to the consignor by the post office. c. for those with damaged or insecure packaging and which cannot be treated with disinfection and disinfestation effectively or which have the possibility of spreading dangerous diseases, inspect pests and harmful organisms, undertake the treatment of detention and destruction, issue a notification of postal article treatment in which reasons of the treatment shall be presented. In addition, the notification shall be sent to the consignee by the post office. 

2. Exit postal articles

(1) For exit postal articles which have passed the quarantine or proven to be qualified after the treatment of disinfection and disinfestation, a certificate shall be issued upon the request of the consignor.

(2) Exit postal articles which fail to pass the quarantine and have no available treatment of disinfection and disinfestation shall be replaced by new ones or returned to the consignor. 

Recording and Statistics

The status of the on-the -spot and/or in-a-laboratory inspection and quarantine shall be recorded in details. The contents of the record shall include dates of entry and exit, categories, quantity, weight, consignor, consignee, export and import country or region, epidemic situation, disposal results, and names of quarantine personnel, etc. In addition, the statistical report shall be completed, in accordance with uniform requirements provided for by the State Animal and Plant Quarantine Bureau.

Provisions on Postal Article Quarantine

(1) Plants, plant products and other quarantine objects entering the country by post shall undergo the plant quarantine. Should they fail to undergo the quarantine, no transportation and delivery shall be conducted.  For exit postal articles, the consignor, in the event that he/she has a request on quarantine or that those postal articles are delivered to countries signed a bilateral plant quarantine protocol with China, shall report to an inspection and quarantine organ for inspection and quarantine.

(2) For plant seeds, seedling trees and their propagating materials sent into the borders, formalities of examination and approval of quarantine on seedlings introduced from abroad shall be gone through. Should the formalities of examination and approval have not been gone through in advance, the inspection and quarantine institution shall notify the consignor to make up the formalities in a specified period. For sending quarantine objects, objects listed in theCatalogue of Animals, Animal Products and Other Quarantine Objects Prohibited from Being Carried or Posted into the People’s Republic of China and the List of Plants That are Prohibited from Importation for Quarantine Reasons, to the borders for the purpose of such particular needs as scientific research, etc., formalities of special approval of quarantine shall be gone through.

(3) Inspection and quarantine organs shall undertake quarantine on postal articles, in accordance with requirements of approval, the catalogue of dangerous plant pests, diseases and weeds, bilateral plant quarantine protocol and other relevant provisions.
