1. Why shall a License for Transit Animals be issued in the transit of animals?

Consignors or their agents who request a transit of animals shall obtain a License for Transit Animals issued by the AQSIQ prior to the transit, because transit of animals is a special way of “entering the country” at risk of spreading animal infectious diseases and parasitic diseases. In order to prevent the spread of foreign animal infectious diseases and parasitic diseases through transit animals, and to protect successful import of transit animals for the import countries, and to avoid the detention of transit animals in the State, the State Administration for Entry-Exit Inspection and Quarantine shall undertake the examination and make decisions depending on following conditions: whether there is any serious animal epidemic occurrence in the export countries; whether the import countries allow those animals to enter. The AQSIQ shall issue the License for Transit Animals only when following requirements are met: (1) the transit animals shall not come from a epidemic zone; (2) transit animals shall not pass by any epidemic region before entering China; (3) the transit animals shall be approved to enter the import country or region by the government of the import country or region; (4) when entering China, the animals shall be transited through the country along with the route set by the State Administration for Entry-Exit Inspection and Quarantine.


2. How to deal with animals and animal products detected with diseases described in the List A and List B Diseases for the Animals Imported from Other Countries into the People’s Republic of China?

For the imported animals that cannot pass the examination, the port entry-exit inspection and quarantine institution shall issue a Notification of Quarantine Treatment, and notify the consignor or his agent to deal with the issue in the following ways:

1) Animals detected with list A diseases shall be returned to the place of origin, along with other animals in the same lot, or the whole lot of animals shall be killed and their carcasses shall be destroyed;

2)  Animals detected with list B diseases shall be returned to the place of origin or be killed, while other animals in the same lot shall be placed to an isolation station or other designated sites for animal quarantine. For imported animal products and other quarantine objects which are proven to be unqualified after quarantine, the port entry-exit inspection and quarantine institution shall issue a Notification of Quarantine Treatment, and notify the consignor or his agent to undergo the treatment of pest elimination, returning or destruction. After such pest elimination treatment, those animals which have passed the re-inspection shall be allowed to be imported.


3. What are the quarantine procedures for entry animals?

Quarantine procedures for entry animals are as follows:

1) Accept the inspection and quarantine report, and prepare for it: check documents such as the Quarantine Approval for Entry Animals, quarantine certificate, trade contract, and invoices. Then, decide whether to accept or reject the application for inspection and quarantine according to whether the formalities have been completed. After that, Draw up a plan for quarantine, set a working scheme, and prepare for quarantine well before it starts in accordance with relevant provisions as provided and relevant quarantine requirements as well as sanitary and contract requirements for bilateral quarantine. 

2) On-the-spot Quarantine: On arrival at a port of imported animals, quarantine functionaries shall embark on a ship, a vehicle, or an airplane to conduct quarantine; examine relevant documents; check to see whether the goods to be imported is in conformity with the certificate; observe the health status of animals; and carry out the treatment of disinfection to means of transport, bedding materials, animal manure, and the contaminated sites and objects.

3) Isolation Quarantine: during isolation, quarantine functionaries shall observe the health status of animals and record the facts, supervise the daily disinfection for epidemic prevention, take samples and then, send the samples for test.

4) Laboratorial Inspection: all inspection items shall undergo inspection strictly in accordance with relevant service regulations.

5) Quarantine Certification and Quarantine Treatment: comprehensive evaluation shall be carried out depending on the results of quarantine on the spot, isolation quarantine, and laboratorial inspection. Furthermore, correct conclusion of quarantine shall be drawn.  When no disease subject to quarantine is detected on quarantine inspection, the Notification for Quarantine Clearance shall be issued; while any disease subject to quarantine is detected on quarantine inspection, the Veterinary Certificate shall be provided, and the Notification for Quarantine Treatment shall be issued. Disinfection for epidemic prevention shall be carried out to animals, vehicles, tools, sites, and remaining feed in the isolated sites.

6) Work Review and Archival Filing: after completing the quarantine and inspection, quarantine functionaries shall arrange all the documents for this quarantine and inspection, write the work review, and file relevant documents and information.


4.  Why should go abroad to undertake preliminary inspection for some entry animals and plants and their products?

In order to lower the risk of carrying diseases in the import of  high-value products and a large quantity of agricultural products or animals and plants and their products from a country at the first time, the AQSIQ, to meet the needs of quarantine, shall appoint the quarantine personnel to be in charge of the cooperation of quarantine and supervision of package in the export country after obtaining the approval by relevant departments in the country or region exporting the animals and plants and their products. It can effectively prevent the epidemic diseases from being introduced into the country; reduce the chances of spreading the diseases in the country and minimize the losses caused by the refund or destruction for the epidemic occurrence. The AQSIQ, to meet the needs of quarantine, can appoint the quarantine personnel to be in charge of the cooperation of quarantine, supervision of packaging in the export country, and the investigation of the epidemic occurrence in the place of origin after obtaining the approval by relevant departments of the government in the country or region exporting the animals and plants and their products. For example, in China, quarantine personnel shall be appointed to the export country for pre-inspection before the import of breeding stock. These measures are also adopted by many other countries in the world.


5. What are the main measures for the quarantine treatment of animals and plants?

Quarantine treatment refers to the enforcement measures adopted by the entry-exit inspection and quarantine institutions on unqualified animals and plants, their products, and other quarantine objects. Main approaches of the quarantine treatment are as follows:

1) Disinfection and Disinfestation, that is, the treatment of to eliminating pests through physical, chemical and other ways, including fumigation, disinfection and high-temperature treatment, etc.

2) Slaughter, that is, the treatment of killing animals in a proper way for eliminating the disease.

3) Destroying the carcasses, that is, the treatment of destroying the objects carrying harmful biology by means of burning down or deep burying or other ways.

4) Returning— that is, the treatment of returning the quarantine objects to the owner who refuses to destroy them, and not allowing the quarantine objects  to enter the country.

The principle of quarantine treatment is, on the premise of no harmful biology would enter the country together with the consideration on benefits for the development of the foreign trade and reducing the economic losses, conducting the treatment of disinfection and disinfestation to those can take it, while carrying out treatments of killing, or returning the animals or destroying their carcasses on those cannot take the treatment of disinfection and disinfestation or when the treatment of disinfection and disinfestation is not available.


6. What do the quarantine measures on animals and plants refer to?

1) What is the animal and plant quarantine system?

Quarantine system is the basic concept in the Law of Animal and Plant Quarantine. It is a legal norm formulated by the State for entry-exit animal and plant quarantine. The contents of quarantine system include: a system of examination and approval of quarantine, a system of quarantine report, a system of on-the-spot quarantine, a system of isolation quarantine, a system of transfer quarantine, a system of quarantine clearance, a system of waste disposal, a system of quarantine supervision, and a system of quarantine fees.

2) What do the quarantine measures on animals and plants refer to?

A quarantine measure refers to an administrative enforcement measure provided for in the law. It is formulated for needs of the security of agricultural production and the reputation of foreign trade. Relevant entities and individuals shall abide by and execute the said quarantine measure. There are several quarantine measures provided for in the Law of Animal and Plant Quarantine, such as measures on prohibiting from entering the country, measures of quarantine treatment, measures of epidemic prevention and disinfection, and the preventive measures for emergency.


7. What is the scope of quarantine and supervision of entry-exit animals and plants?

1) Production, processing and storage of entry-exit animals and plants

2) The process of isolated feeding and planting of entry-exit animals, plant seeds, seedlings, and other propagating materials

3) The fumigation and disinfection of entry-exit animals and plants, their products and other quarantine objects.

4) Carry out the epidemic monitoring on animals and plants at sites where entry-exit animals and plants, their products and other quarantine objects  are produced, processed, and stored, such as airports, harbors, stations, warehouses, processing plants and farms, etc.

5) In accordance with requirements, affix seals or marks of animal and plant quarantine inspection on the means of transport or containers carrying and transporting entry-exit animals or plants, animal or plant products or other quarantine objects.

Undertake quarantine and supervision, on the basis of the actual situation, on bonded entry animals and plants and their products for trade in bonded areas and warehouses.
