Approval Procedures for Use of Entry Animal Isolation Station

1.  Application

1.1 An enterprise importing big or medium livestock (pigs, horses, cattle, or sheep, etc) shall fill in the Application Form for Permit for Quarantine of Entry Animals at Isolation Stations, and apply for the permit to the AQSIQ.

1.2 An enterprise importing other animals shall fill in the Application Form for Permit for Quarantine of Entry Animals at Temporary Isolation Stations, and apply for the permit to the inspection and quarantine institution directly under AQSIQ at its locality.

1.3 Terms and conditions of use of temporary isolation stations for big or medium animals:

1.3.1 Infrastructure facilities shall be in conform with the construction standards of isolation stations for quarantine;

1.3.2 Appropriate management system shall be established in accordance with relevant provisions on the management of temporary isolation stations for imported animal formulated by the AQSIQ;

1.3.4 The owner and user of an isolation station shall abide by relevant provisions and sign a lease agreement;

1.3.5 The inspection and quarantine institution at its locality shall have the basic capabilities of performing quarantine on big and medium entry animals and having a laboratory for performing quarantine;

1.3.6 Construction of infrastructure facilities at an isolation station for quarantine shall abide by relevant provisions formulated by the State. In addition, legal evidence of land use right is required to be held.

1.3.7 The ports of entry shall have the capability for Animals to call at, and  to  be loaded as well as unloaded.

2. Examination

2.1 Relevant formalities shall be gone through with documents approved by the AQSIQ, when using an isolation station at the first time;

2.2 For that isolation station used by an entity more than one time, when using them again, the entity shall submit the application form of using the isolation station to the local inspection and quarantine bureaus directly under the AQSIQ. The local inspection and quarantine institutions shall examine such conditions as the maintenance of isolation facilities as well as the implementation of epidemic prevention and measures of inspection and quarantine management in accordance with the application and relevant provisions. Comments of preliminary examination shall be presented based on conditions as the cooperation situation of the isolation station and its user, isolated feeding and preparation for inspection and quarantine, as well as the rectification of present problems. In addition, a lease agreement between the owner of the isolation station and its user (contents of the agreement shall include rights and obligations of each party, as well as the rents) shall be accompanied. The comments and the above-mentioned agreement also shall be reported to the AQSIQ for examination.

3. Approval

3.1 Temporary Isolation Station for Big or Medium Animals

The AQSIQ shall check the documents submitted by inspection and quarantine bureaus directly under it, and dispatch experts, if necessary, to examine the temporary isolation stations for big and medium animals on the spot. After examination, isolation stations proved to have passed the examination shall be approved to be used, and the results shall be notified to relevant inspection and quarantine bureaus directly under AQSIQ and the application entities.

3.2 Temporary isolation stations for other entry animals shall be examined and approved by the local inspection and quarantine bureaus directly under the AQSIQ of the place where the stations are.

4. The maintenance of isolation stations

4.1 The interval between two successive uses of a temporary isolation station shall not be less than one month. During the interval, animals shall not be fed in the temporary isolation station, and the station shall undergo complete treatment of disinfection under the supervision of the inspection and quarantine institution.

4.2 A temporary isolation station having passed the examination conducted by the AQSIQ shall keep the integrality and availability of original facilities in the isolation station. Rebuilding and expansion of the isolation station shall be approved by an inspection and quarantine institution, while important change of isolation facilities shall be reported to the AQSIQ for approval.

5. Treatment for the unqualified

For those violating provisions on the management of temporary isolation station, lacking of effective management, or altering isolation facilities without approval, provided that the circumstances are particularly serious, the qualification of being a temporary isolation station shall be revoked before animals entering the State.

In the event that the surroundings of a temporary isolation station, or diseases or the alteration of isolation facilities cannot meet the requirements of isolation quarantine, the use of the temporary isolation station shall be ceased.
