1st China-Mongolia Conference on Import and Export Food Safety Negotiation Mechanism held in Dalian

Strengthening information communication and cooperation in import and export food safety

 

On October 27, the 1st China-Mongolia Conference on Import and Export Food Safety Negotiation Mechanism was held in Dalian, Liaoning Province. Pu Changcheng, Vice Minister of the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and Zoljargal Khadbaatar, Vice Minister for Food, Agriculture and Light Industry exchanged ideas on issues concerning food and farm product market access such as cementing import and export food safety cooperation, and reached consensuses. Suodekehu, Minister of Quality and Technical Supervision Bureau of Mongolia, attended the conference.

 

The conference came under the Cooperative Agreement between the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China and the Ministry of Food, Agriculture and Light Industry of Mongolia on Import and Export Food Safety concluded by China and Mongolia in 2009. The conference marks the official establishment of the China-Mongolia vice-ministerial work mechanism of food safety under the “Agreement”.

 

At the conference, the two sides exchanged ideas on the current situation of import and export food safety and agreed on continuing to cement information communication and cooperation in import and export food safety. Both sides acknowledged the results of the First China-Mongolia Department & Bureau-level Work Conference on Import and Export Food Safety held in Manchuria in July 2011 under the China-Mongolia Agreement on Import and Export Safety Cooperation, unanimously recognized the importance of the negotiation mechanism and agreed on holding a department & bureau-level conference every year. If necessary, the conference may be held anytime upon negotiation.

 

Both parties undertook to continue negotiations about agreements on requirements for food safety and animal and plant quarantine related to food and farm product trade, and agreed that the second vice-ministerial conference be held in Ulan Bator.

 

Following the conference, PU and Suodekehu signed three cooperative documents, including the Protocol between the People’s Republic of China and Quality and Technical Supervision Bureau of Mongolia on Inspection, Quarantine and Veterinary Hygienic Conditions of Cooked Beef, Goat Meat and Lamb Meat Traded between China and Mongolia and Protocol on Requirements for Quarantine of Wheat and Rapeseed Exported from Mongolia to China, and agreed in principle on revising the signed Protocol between the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China and the Ministry of Food, Agriculture and Light Industry of Mongolia on Inspection and Quarantine of Potatoes, Vegetables and Fruits Exported from China to Mongolia.

 

Relevant persons in charge of the Bureau of Import and Export Food Safety, Department of Supervision on Animal and Plant Quarantine, Department of International Cooperation, and Registration Department of the Certification and Accreditation Administration of the PRC of AQSIQ, as well as inspection and quarantine bureaus of Liaoning, Tianjin, Heilongjiang and Inner Mongolia were present.
