AQSIQ and General Administration of Civil Aviation of China have promulgated joint announcement on decision of simplifying reporting procedures of inspection and quarantine on entry-exit passengers as of January 1, 2008, for the convenience of entry-exit customs clearance.

The announcement points out that under normal administration, when no serious epidemics happen home and abroad, Health Declaration Form on Quarantine Inspection for Entry-exit Passengers is not required to be necessary for entry-exit passengers. However, for those entry-exit passengers with the symptoms of fever or vomit, or suffering from infectious diseases or mental illnesses, or carrying micro organisms, human tissues, biological products, blood and blood products, animal and plant and their products, an oral report to officials in travel and inspection passages is required and corresponding inspection and quarantine must be accepted. After the reporting procedures are simplified, all inspection and quarantine bodies at aviation ports should strengthen inspection and quarantine by scientific means to ensure the full implementation of their inspection and quarantine functions, on the condition of maintaining the present inspection and quarantine facilities in travel and inspection passages. All inspection and quarantine bodies should prevent strictly the spreading of epidemics in and out of China by strengthening medical inspection and body temperature inspection by infrared rays on entry-exit passengers, and by strengthening quarantine inspection and x ray machine spot test on special articles carried by entry-exit passengers.

When there is any serious epidemic either in or abroad, announcements will be promulgated by AQSIQ on taking provisional coercive inspection and quarantine measures on air crafts, entry-exit passengers and articles carried by entry-exit passengers: air crafts from epidemic areas must be berthed at pointed far parking position; entry-exit passengers should fill in Health Declaration Form on Quarantine Inspection for Entry-exit Passengers based on facts and pass by special inspection and quarantine passages; articles carried by entry-exit passengers should pass x ray examination one by one. For those suspected to have been infected by diseases, epidemics or be suffering from mental illnesses, inspection officials should take measures including body temperature re-examination and medical inspection; for articles carried by entry-exit passengers possible to spread epidemics, inspection officials should take corresponding measures to prevent the epidemics from spreading. When the epidemic is considered over, AQSIQ will promulgate announcement on resuming normal administration.
